A construction superintendent is the GC's or owner's on-site decision-maker — trade coordination, schedule enforcement, quality control, and inspector liaison. On NYC projects 15+ stories or 200+ ft, a separate DOB-licensed Site Safety Manager is also required, though SSM staffs personnel who hold both credentials so one person can cover both roles where that makes sense.
