Where updates come from

NYC construction safety rules are updated through several distinct channels. Knowing where to look is the first step to tracking changes in real time.

NYC Department of Buildings. DOB publishes Buildings Bulletins for code interpretation and administrative guidance, and formal rule amendments through the City Register. The primary public-facing portal is the NYC DOB Buildings Bulletins page. Rule changes to 1 RCNY (DOB's rules) are published on rules.cityofnewyork.us.

NYC Fire Department. FDNY publishes rule updates affecting construction sites through the Rules of the City of New York (3 RCNY), accessible on rules.cityofnewyork.us. The FDNY also issues operational bulletins and COF examination updates directly through the FDNY website.

NYC Council. Local Law amendments are published through the NYC Council's legislative tracking system and take effect on dates specified in each bill. The NYC Local Law roster on the DOB Local Laws page is the canonical reference for laws affecting building construction.

OSHA federal. OSHA publishes final rules, proposed rules, and standard interpretations through the Federal Register at federalregister.gov. The OSHA 29 CFR 1926 standards page reflects the current codified standard.
