NYC infrastructure projects rarely fall under the standard NYC DOB §3310 Site Safety Manager regime. They're typically governed by the contracting agency's own safety requirements (MTA C&D, NYCDDC, PANYNJ, DEP, DOT) plus OSHA 29 CFR 1926. Many require PE-stamped means-and-methods reviews, MUTCD-compliant traffic control plans, and confined-space entry programs. High-rise infrastructure components (cable bridges, ventilation buildings) may bring NYC DOB safety requirements into scope as well.
