What is a Construction Superintendent?

A Construction Superintendent is a licensed safety professional required by the NYC Department of Buildings (DOB) to oversee all daily operations and safety protocols on most active construction sites. This role is especially critical for smaller buildings (less than 10 stories) that still require DOB compliance and regular site monitoring.

Superintendents ensure that all work is conducted according to DOB regulations, building codes, and approved plans — helping reduce violations and keeping projects on schedule.


Responsibilities of a Construction Superintendent:

  • Daily job site inspections for safety and compliance
  • Verifying that all work matches approved DOB plans
  • Ensuring contractors follow required permits and codes
  • Maintaining DOB-mandated logbooks and safety documentation
  • Identifying potential hazards and stopping unsafe practices
  • Coordinating with engineers, architects, subcontractors, and workers
  • Preparing for and assisting during DOB inspections
  • Managing emergency procedures and site shutdowns if needed

When Is a Construction Superintendent Required in NYC?

According to NYC DOB guidelines, a Construction Superintendent is required on most construction jobs where:

  • The building is under 10 stories or less than 125 feet
  • The job involves vertical/horizontal enlargements, excavations, or major alterations
  • The project is NOT classified as a “major building” (which would require an SSM instead)
     

How to Become a Construction Superintendent in NYC

To become a licensed Construction Superintendent in NYC, you must meet DOB’s education and experience requirements, pass relevant exams, and register your license.

Education & Experience:

  • Minimum of 5 years of construction experience in roles such as foreman, project manager, or safety coordinator.
  • Recommended: education in construction management, engineering, or related fields.

Certification & Licensing:

  1. Complete the DOB-approved 40-Hour Site Safety Training (SST)
  2. Hold a valid 30-Hour OSHA Construction Safety Card
  3. Submit experience verification to the NYC DOB
  4. Register for and receive your Construction Superintendent Registration Number
  5. Maintain refresher training and license renewals as required
