What is a Concrete Safety Manager?

In New York City, concrete work poses one of the highest risks for injuries and violations during large-scale construction. Because of this, NYC DOB mandates the presence of a Concrete Safety Manager (CSM) on certain construction sites to ensure safety protocols are followed throughout all concrete operations.


Key responsibilities of a Concrete Safety Manager include:

  • Overseeing all concrete operations for DOB compliance.
  • Conducting site inspections prior to, during, and after concrete pours.
  • Monitoring formwork design, shoring, bracing, and structural stability.
  • Ensuring compliance with Chapter 33 of the NYC Building Code and DOB Concrete Safety regulations.
  • Reviewing engineer-approved drawings, formwork plans, and concrete placement methods.
  • Verifying proper curing procedures and material specifications.
  • Enforcing site-specific concrete safety plans.
  • Conducting safety meetings with crews before every pour.
  • Documenting daily reports, inspections, and incident investigations.

When is a Concrete Safety Manager Required?

According to NYC Building Code § 3301.13.12, you are required to have a licensed Concrete Safety Manager assigned when:

  • The job site includes major buildings (10 or more stories / 125+ feet in height / over 100,000 square feet) 
  • Concrete operations exceed 2,000 cubic yards of concrete placement.
  • The scope involves complex formwork, multi-level pours, or structural concrete work that poses elevated safety risk.

Failing to assign a licensed CSM can result in:

  • DOB violations and significant fines
  • Stop-work orders and site shutdowns
  • Increased risk of worker injury or structural failure 
  • Legal liability for contractors and owners

How to Become a Concrete Safety Manager in NYC

Education & Experience:

  • Applicants must demonstrate extensive experience in concrete operations.
  • Required: 5 years of concrete safety supervision experience on NYC DOB-regulated job sites.
  • Degrees in construction management, civil engineering, or related fields are recommended but not mandatory.

Certification & Licensing:

To become a DOB-licensed Concrete Safety Manager:

Complete an approved 30-Hour Concrete Safety Manager Course.
Pass the NYC DOB Concrete Safety Manager exam.
Submit application, work experience, and training certifications to NYC DOB.
Maintain license by completing periodic refresher courses as required.

Required Skills & Knowledge:

  • NYC Construction Code — especially Chapter 33 and Concrete Safety requirements.
  • Structural concrete design, formwork engineering, and shoring systems.
  • OSHA 29 CFR 1926 — Subpart Q: Concrete and Masonry Construction.
  • Hazard recognition for formwork collapse, equipment failure, fall hazards, and material handling.
  • Emergency response planning for concrete-related incidents
