SITE SAFETY PLANS

What is a Site Safety Plan?

A Site Safety Plan (SSP) is a comprehensive, DOB-required document that outlines all safety measures, procedures, and protections that must be implemented on a construction site. The plan is customized for each project based on its size, complexity, and risk profile.

Site Safety Plans are legally required for:

  • Major construction projects (over 10 stories or 125 feet)
  • High-rise buildings
  • Excavations and foundation work
  • Demolitions
  • Façade repairs
  • Major renovations
     

The NYC Department of Buildings requires SSPs under Chapter 33 of the NYC Construction Code to minimize hazards and protect workers, the public, and neighboring properties.

Who Prepares a Site Safety Plan?

Site Safety Plans must be prepared by qualified safety professionals and design professionals with knowledge of DOB safety codes, zoning regulations, and site-specific conditions.

Typically, SSPs are prepared by:

  • Licensed Site Safety Managers 
  • Licensed Professional Engineers (PE) 
  • Registered Architects (RA)
  • Experienced DOB Filing Specialists
