What is a Site Safety Coordinator?

A Site Safety Coordinator (SSC) plays a vital role in ensuring safety compliance on smaller-scale NYC construction projects. While not as extensive as Site Safety Manager roles, SSCs are still required on many projects to oversee safety protocols, ensure adherence to NYC DOB codes, and help prevent accidents and violations.

Key responsibilities of a Site Safety Coordinator include:

  • Monitoring and enforcing safety protocols on-site.
  • Ensuring compliance with NYC DOB safety regulations (specifically Chapter 33 of the NYC Building Code).
  • Conducting daily safety inspections and reporting findings.
  • Identifying site hazards and implementing corrective measures.
  • Conducting site safety meetings and toolbox talks with workers.
  • Assisting during DOB inspections and audits.
  • Keeping accurate safety records and daily logs.
  • Communicating with contractors, subcontractors, and jobsite personnel to promote a safety-first culture.

When Is a Site Safety Coordinator Required?

According to the NYC DOB, a Site Safety Coordinator is required for:

  • Construction and demolition projects on buildings 4 to 9 stories tall. 
  • Certain major alteration or excavation jobs. 
  • Sites classified as "major buildings" that do not meet SSM requirements but still pose elevated safety risks.


Failing to assign a qualified SSC can result in:

  • Costly violations and DOB fines. 
  • Potential site shutdowns or stop-work orders. 
  • Increased risk of accidents and injuries.

How to Become a Site Safety Coordinator in NYC

Education & Experience:

  • A college degree in safety, construction management, engineering, or a related field is helpful.
  • Substantial field experience in construction safety is often required.
  • Minimum of 3 years of relevant construction safety experience required by NYC DOB for SSC license applicants.

Certification & Licensing:

  • Complete DOB-approved safety training:
    • 40-Hour Site Safety Coordinator Course
    • OSHA 30-Hour Construction Safety Course
    • Site Safety Training (SST) Card (DOB Local Law 196 Compliance)
  • Pass the DOB Site Safety Coordinator Exam.
  • Submit proof of experience, training, and application paperwork to NYC Department of Buildings.
